The sponsorship scandal, the fiscal

imbalance and the Clarity Act are the

answers given over the last few years

by the federal government to the

aspirations of the people of Québec.

This contemptuous reaction towards

Québec illustrates very well that there

isn’t a federalist project that takes

into account Québec’s difference. The

only way of the future for Québec is

sovereignty.


Because here in Québec,

the people of Québec decide

In a democracy, the people decide. In

Québec, the Québécois must make

decisions concerning their own future

and on topics such as education,

healthcare and family. The federal

government, however, continually

intrudes everywhere. It strangles

Québec financially with the fiscal

imbalance and refuses any place for

it on the international scene. With the

sponsorship scandal, Paul Martin’s

Liberal Party has once more violated

the rules of democracy and the laws of

Québec. All of this precludes Québécois

from making their own decisions.


TO PROTECT THE QUéBéCOIS

DEMOCRACY, THE BLOC QUéBéCOIS

COMMITS TO :

Supporting in Ottawa any unanimous

decision taken by the National

Assembly of Québec

Fighting against the fiscal imbalance,

federal intrusions and demand a right

of withdrawal with full compensation in

all spheres relevant to its jurisdiction

Demanding that the federal

government gives Québec a place in

international forums relevant to its

jurisdictions such as culture, education

or healthcare

Making sure that the federal

government respects the rules of

Québec pay for Alberta’s oil industry or

Ontario’s automobile industry

Demanding a surtax on the profits of

major oil companies

Unmasking any attempt made by

Ottawa to use culture to further political

means and ensuring that it is adequately

answer to the effects of globalization by

supporting research and development,

Québec’s state-of-the-art industries

such as aeronautics as well as traditional

industries such as textile and furniture

Québec’s social economy and cooperative

forward to help senior workers

Because here in Québec,

we are different

A nation’s main richness lies in its

citizenry. In Québec, we have a

demographical challenge to face and

the issues of family and immigration

are crucial but the federal government

impedes Québec’s efforts. In the same

light, seniors, first nations’ people

and all of the people of Québec must

benefit from accessible healthcare,

decent housing and employment

insurance when they lose their job as

well as an adequate judiciary system

including fiscal justice.


THE BLOC QUéBéCOIS THEREFORE

COMMITS TO :

Demanding of the federal government

that it transfers to the government of

Québec the amount it saves off

of its taxation from the Québécois

low contribution day-care centers

Laying out a new bill to abolish GST

on diapers and products for newborns

Demanding the establishment of the

Appeal Section for refugees as it was

laid out in the Immigration and Refugee

Protection Act passed in June 2002

Maintaining its efforts aiming at

insuring that seniors that are entitled

to it receive the Guaranteed Income

Supplement and that the government

refunds the 3.2 Billion $ it has taken

from them over the past years;

Maintaining its action alongside

the First Nations to help them obtain

governmental autonomy

Proposing many modifications to the

Employment Insurance system in order

to address the situation of seasonal

workers and to allow a genuine access

for women and youths

Asking for the federal government’s

gradual reinvestment in social housing

in order to reach an objective of almost

2 Billion $ in investments per year in

affordable and social housing

Ensuring that any legislative measure

pertaining to terrorism respects a

balance between security and freedom

Continuing to demand the abolition

of loopholes in the income tax system

allowing Canadian businesses to pay

less than they should by settling in

Barbados, a tax haven.

Sovereignty will enable

Québec to take care

of everyone, without

exception

Because here, in Québec,

we stand together

Here, when a region does poorly, the

whole of Québec suffers. The Bloc

Québécois maintains that living in a

region isn’t a privilege: it’s a right. It

maintains that it is essential to stimulate

we are open to the world

Québec is very open to the world. Its

achievements on the international

scene are numerous economically,

Unfortunately, today’s Québec cannot

count on a Québécois foreign policy

put forward by a diplomatic apparatus

serving the values and interests of

Québec. In the meantime, the Bloc

Québécois defends the interests

and values of Québec in Ottawa and

Proposing that the federal

government puts forward a more

realistic plan regarding international

aid so that it reaches the target set by

the UN of 0.7 % of the GNP by 2015

Coming back with the agenda of

democratizing the process of adopting

international treaties and elaborating

foreign policy

Maintaining pressure on the federal

government so that it campaigns

for the quick ratification by other

countries of UNESCO’s Convention on

the protection and promotion of the

diversity of cultural expressions

Continuing to demand of the federal

government that it takes every

possible measure to counter the

worst aspects of globalization such as

tax havens and flags of convenience

and, conversely, that it supports the

initiatives of equitable commerce and

responsible investment

Demanding that the federal

government files for study by the

Standing Committee on National

100 million $ before going forward

对于那些会说法语的“高高在上”的政客们,可能永远也体会不到为什么那么多人会坚决地反对魁独。相信很多做生意的朋友都受到过语言警察傲慢无礼的骚扰和他们开的罚单吧。前两年在downtown开网吧时,语言警察到过我的店里两次,每次的态度都是命令式的,不容你说话,不听你的任何解释,那种自上而下的眼神好像已经把你打入了这个社会的另类。



虽然加拿大有两种官方语言,但很多政府来信只有法语版,不提供英语版。去一些政府部门办事,如果你说英语,再加上少数族裔的面孔,我想很多人都遇到过或多或少的歧视吧。就拿我的亲身经历说吧,前几年我在注册我的公司名时,被要求要有法语名称,好,我没意见,但我不懂法语,所以就请当时办事的工作人员帮我翻译一下,结果她给我写了一个很奇怪的法语名,我有点儿拿不准,就没有马上注册。等我拿回来请懂法语的西人朋友帮忙看看,结果没给我气晕了,他把我的电脑店“Bona computer”用法语译成了“好味道商店”,我的朋友说这个法语名字是大多用于餐馆的。我确信我不会给这个说法语的办事员造成这么大的理解上的偏差,而且我的营业范围也是清楚的写着电脑销售服务。之所以这很明显是由于我不会法语又是少数族裔而对我的作弄。诸如此类的事情,我还遇到过多起,就不一一道来了。



记得我当年决定移民加拿大的一个主要原因就是这里的多元化文化政策。美国是个大熔炉,不管你来自何方,都要把你熔入到他的美国文化中去。而加拿大是个大拼盘,各方的文化在这里集合,但有彼此保持着自己的特色,求大同,存小异,各种文化和协共处。很多人在大谈融入主流社会,我要说在加拿大保持自己的文化就是融入主流社会



魁省如果独立,能否坚持多元文化的政策我是持怀疑态度的。魁独本身就是由狭隘的民族主义衍生出来的。魁独一旦成功,非法语人士和少数族裔的处境只会更难。我相信独立的魁省也将是熔炉型的文化政策,但这种熔炉文化是不同于美国的熔炉文化的,后者靠的是极其强大的政治,经济,文化的吸引力和包容力使你不知不觉地熔入。而前者是靠着不平等不自由的强制和强权而让你被迫熔入的。我的邻居是一对白人夫妇,他们有六个小孩,与他们接触后我惊奇的发现他们的孩子都是不去上本地的小学的,而是在家里自己教育(home school),我问他们为什么要选择在家自己教育孩子,而不让孩子们去学校接受教育。他们说,魁省的教育是有问题的,倾向性很强,学校里有很多教学观点他们是不同意的。比如历史课他们更强调的是魁北克历史,英裔人对法裔人的欺压,宣传的是法语文化。而他们希望自己的孩子能客观地了解历史真相,没有倾向性的了解各种不同的文化,而最终做出自己的判断。像我的邻居这样采用home school教育方式的家庭在西岛还有很多。



有人从经济角度说魁省独立后政府会增加多少收入,人民的福利会有多少提高。我看这种人不是满口谎言的政客就是个幼稚症的患者。首先,钱在统治者手里拿着,给不给你不是你一厢情愿的事情。主动权不在你手里的事儿,你最好打着最坏的打算,这是经验,算我好心免费送的。其次,就算将来政府大发善心每个魁北克国民人人发他一万块魁币,又有任何意义吗?全国每人发一万块就等于没发,这点道理谁都该懂吧。再说,建立一个新国家,军队的组建,政府系统的重组,建立新的金融系统,等等等等,那个不是吃钱的无底洞?不过我倒是相信有从中受益者,办事效率低下的臃肿的官僚机构是第一受益者,整天无所事事的法裔吃福利者是第二受益者,公共系统工作人员第三,法裔背景的各大公司第四,要说到少数族裔,尤其是咱们法语不灵光,又在埋头苦干的中国人,我估计能够自保就阿弥陀佛了。



最后给个建议,如果你要决定放弃自己独立的文化投入魁独的怀抱,我倒建议你不如去美国,毕竟跟大哥也得跟个有实力的不是?

party quebecois and bloc quebecois seem not the same party.  I do not think supportting bloc quebecois have a lot of things to do with independency. It can only show a trend.
I always listen to radio while I drive, and always hear its leader ( I do not remember the person's name) says: "This policy is not good for quebec so I do not agree, period", which to me this party is, to a large extent, playing a role who tries its best to protect quebec's benefit and right.  

Maybe we need to really think about independency when we vote on provincial election or referendum.

By the way, I have nothing to do with any political institution. this is only a personal idea.

开玩笑了.

我想说,我为什么不喜欢魁独.
因为,自己当年是申请的加拿大移民.而且,来加拿大的时候,知道魁省是加拿大的一个省.就像台湾,是中国的一个省一样. 我是中国公民的时候,我不希望台湾独立出中国. 我是加拿大公民的时候,我也希望魁省不要独立.

这样说比较远,如果说,我们的家里,忽然有一天一个兄弟或姐妹提出来要分家的要求,那么感情上其他家庭成员会接受吗?

我也不太同意所谓华人是不是可以从中获利的想法. 因为,坦白地讲,我们来到这里,就已经是加拿大人了. 我们更应该把自己首先作为一个加拿大人来思考魁北克的问题. 我们这代人只是还保留着对中国的眷恋的情节.而我们的后代,这种情节就会越来越淡. 所以,当我们投票的时候,考虑的其实不是我们的现世;而是我们的后代. 当然,如果说可以获利,那也只能是短期利益. 因为,一个基本逻辑和常识是这样的:如果,一个民族不是包容的,比如现在的魁独份子,当他们的第一目的达到后,他们下一步要求的会是什么呢?你能肯定,某一天,他们不会做出Hitler一样的种族清洗的疯狂举动吗? 只有多元化才能保证我们拥有健康,稳定的生存环境.

我想无论是留学生还是移民没有什么人对这里的魁佬抱有好感的. 去downtown的任何一个公共厕所,你就可以看到马桶旁的墙壁上写着骂魁佬的话. 我想,那代表的不仅仅是华人对魁佬(我是指有魁北克优越感的魁人)的厌恶吧,也有很多其他族裔的人情绪. 这种情绪是有普遍性的. 所以说,魁北克人,你们在指责外来人不讲法语的时候,你有没有检讨一下自己的行为呢?你们是怎么对待一个外来人的?

要不要这样好了,我们华人社区里先开一个"贴",来进行一次公投.看看支持魁独的占多少,怎么样?

如果,魁北克独立了,我肯定是要般出魁国的!不是因为法语的原因,而是因为"分裂"是可耻的!所以,我觉得,那位赵女士还是退出这个党吧,更多的加拿大人会支持你!

加拿大有没有“贿选”这一说,比方说选举前一些“朋友”、“义工”缠着你投某某的票,请吃请喝给好处,不是正常的宣传和拉票,如果你有证据他的背后是某个团体在指使,而且也是利益关系做为交换条件,比方说物质奖励和义工证明等,是否可以投诉他的幕后,是否有这样一个部门受理这种投诉,谢谢.

要华人支持赵秀媚, 首先要问问大家对华人服务中心的意见. 这也可以作为了解赵的一个窗口.

赵女士作为华人服务中心的负责人, 作为BLOC 后续人, 既然要代表华人利益, 就要接受选民监督. 也有义务向选民负责.                                                                                                                                                                                                                            

作为一个依靠纳税人钱维持的华人服务中心应该公布财务报表.
让大家了解每年获得多少政府拨款,
拨款都是怎么支出的.

说实在的, 华人服务中心给移民提供的服务抵不上一个BBS 中文网站.

在1995年10月30日晚,前省长朗德烈,当时的财政部长在公投结束仅一小时之后就对记者们发誓,‘等有一天魁省独立了,他们要把所有的华人赶出QUEBEC。
不知道被称为处处为华人说话办事的华人领袖赵秀媚当时在哪里,在这种情况下还支持魁独,你究竟是为谁说话,为谁办事,向谁献媚。根本就是一条魁独的狗。

另外,对于那些认为魁独对大家好的朋友

谁告述你魁独是为了保留多元文化的,他们只是要保留那些在法国人眼里也是可笑的魁式法裔文化。所以他们立法逼迫所有移民把孩子送进法语学校,对英语大学的拨款越来越少,而法语大学的确越来越多,[但在同时,以魁独领袖,前省长布沙为首的魁独政客们却将自己的孩子送进私立甚至美国的英文学校学习。] 这就是为啥魁省移民大多用法语交流的原因,一种无奈。

你对101法案了解多少,它规定一切以法语至上,而法语至上是导致各大公司撤出魁省的真正原因,这样下去,魁独以后魁省的经济走向是可想而知的。而魁独对大家个人经济的影响我就不多说了,C&C已经说得很清楚了。

布沙将两个孩子送进英文学校,魁独狂热分子,原省长巴利左至今保持着穿英式西装,吃英餐的习惯,这种人闹魁独很难相信他是为了保护法式文化而不是在捞政治资本。

不错,95年搬出魁省的居民中,有一些又搬回来了,那是因为这几年魁省的局势比较稳定的原因。

这里的大陆移民都是受过良好的教育的,竟有少数人会相信魁独的愚民宣传,更会相信一条自称是华领的狗的话,可悲--------------------------------
