Yes, I am in Montreal, and I called Montreal CIC using the local telephone line. I checked the website you mentioned; it might be out of date as you guessed. However, I really appreicate your kind help!
I will not bother myself regarding the processing time, but I will let people know the result.

I am not in Montreal now, so I can't call, I am very interested in its validity, since I read some posts in the http://www.settlement.org/discuss/forum.asp?FORUM_ID=28, it mentioned that calling local CIC call center might give you more information, sometimes, the local agent might even tell you that you've already been scheduled in the next month oath, just the date hasn't been finalized, etc.
Someone also mentioned that a frequent follow-up with CIC center can speed up your case -- since the fact you can call those numbers indicate that you are still live at Canada or Montreal.
Anyway, I may be wrong about the montreal CIC number though.
I heard there's an election coming, maybe they will speed up the oath process to let more voters vote.
