2010 October
To Whom It May Concern in Imperial Tobacco Canada,
It has come to the attention of the Quebec cigarette retailers that the imposition of New Imperial Tobacco price, combing with rebate program to some specific stores, effective from 1 November 2010 have gone beyond a reasonable marketing deed. Imperial Tobacco Canada will increase their products by $1~ $3/carton. Meanwhile, the Company provides special program of $4 or $5/ carton rebates to its selected stores located at different communities, and forced them to lower the retail prices.
This discriminative program will immediately affect the sales of those retailers without the benefit of rebates. Unlike other commodities, customers are much more sensitive to the prices of cigarettes. It is a quite common scenario for retailers that customers complain the difference of a pack of cigarettes at the level of 10 cents or 20 cents between two neighbour stores. Unfortunately the coming Imperial Tobacco price strategy will create a gap of 50 to 75 cents for certain products between the selected and unlucky retailers if they keep the same profit margin. We can predict that most of unlucky stores will lose a big portion of customers immediately and all stores without rebate will be dramatically affected unavoidably in the long run.
Now our question is: what is the purpose of the new Imperial Tobacco's price strategy? Will this inconsiderate discriminative program succeed?
Obviously, the NEW strategy aims at squeezing the profit from all retailers, both its selected and other non-selected sides. These selected stores are forced to lower the retail prices although they are given rebates. It is not necessary they will all benefit from it even their sales of Imperial tobacco's products increase somehow. The difficulties for these without rebate are clear and foreseeable. They will lose their customers. They may have to lay off their employees and some of them may even close their doors. Now it seems only the Imperial Tobacco will succeed from this program.
However, in our opinions, the result will not be necessary as what the Company have planed. The success of Imperial Tobacco today, to a great extent relied on the support of all retailers in Quebec. The new policy discriminating its treasure retailer customers will and has already broken the mutual understanding between the Company and the majority of retailers. We cannot image such an inconsiderate strategy could come to any success if it loses the continuous supporting from all other 70% of retailers. The Imperial needs to know, from our position, anything impairs our business will finally damage its own market share.
Therefore, as the representatives of convenience stores, we here petition the Imperial Company to take responsible action and halt its discriminative plan. The interests of most retailers, their employees, and their patrons should be under careful consideration of the Imperial Company. We strongly believe the new price strategy will not bring any benefit to all the involved parts, including the Imperial. On the contrary, it may lead to unpredictable consequences if it breaks the built mutual understanding and supports between the Company and most of retailer customers. It has come to the attention of all retailers of Quebec that the increase price of Imperial Company’s products combing with rebate program with specific stores, effective from 1 November 2010 is beyond a reasonable market deed. We therefore set forth this petition in writing as the first step. By signing this petition, I am in support of this cause against the proposed rebate program.
