(Bilinguism preferred)

I think, here, bilingual is a must instead of a preference as that French sentence says “if you are bilingual, that will make you the candidate of the choice”. It implies that “if you are NOT bilingual, that will NOT make you the candidate of …, or you will NOT be the candidate of …”.
