Yes. Your parents must have their Social Insurance Number. Then they can fill the tax forms both federal and provincial. In your provincial tax form, claim your parents as your dependents.

by doing so, your parents can get tax return and you can have income tax deduction.

They should have SIN first. If not, just leave that line as blank in your QC tax form and attach a copy of their flight tickets. if you are lucky, it works. Otherwise, you cann't get refund.
Try it! You lose nothing.

If they have SIN,that means they are permanent immigrant. It that right?

1。联邦税明文规定了探亲者不能申报 Caregiver amount.参阅 Genral Income Tax and Benefit Guide 2002的33页的 Line 315.

2. 魁省税则要求同住的父母是靠你赡养的，又是有病的，才能申报 other dependants. 参阅 Income Tax return Simplified Tax System 2002 的 21 页的 Other dependants.
