you cannot get into an english secondary school, even it is private, and you are able to pay a billion.  You still need an eligibility certificate to get into private english secondary schools in Quebec.  However, some private english elementary schools do not require you to provide such a certificate.  

As a chinese, I do not think it is a good idea to force your children to learn two foreign languages, unless you do not want them to master Chinese.
