If everyone buys a used car like what you suggested, then we are not buying a car anymore -we wil be buying a space shuttle.
Most of the new drivers do not have the technical background/experiences to do what you suggested. I don't think that it is that easy to save the inspection fee (about $ 95) - otherwise everyone of us can become a Jack of All Trade - so next time we can fix any kinds of car problems -- this is a nice dream!

I don't like Japs either like you. However I have had too much unpleasant experiences with American cars - GM, Ford and Chrysler. Here is a true story:
4 years ago, I drove a Ford Taurus, brandnew (company car) and within 6 months, the car had brake problem (fell off - I was lucky alive today); radio speaker came loose; metal rattling sound between the door and beam; thermostat broke in winter 3 times;.... The label says: made in Proud America!!!
GM and Chrysler are the same garbage. However I must remind you that there is not much difference in quality when cars are relatively new. Most problems pop up like mushrooms after 6 years. Personally I prefer to pay more for a Jap(too bad) to save the time because I dont have the luxury of taking time off from work frequently to garages.

More about inspection - if you meet the owner Phil Bailey (he is an engineer) at the garage, you can ask him questions - I learnt a lot from his previous radio call-in shows (CJAD) and also from him personally + real life experiences. Good luck
folks, thanks a lot for your help and your true story. it's really horrible. the last thing willing to be happen for a car i think is the brake. my god.
i checked the taurous in lemon aid, and found that it occupies more than 7 pages to describe the problems with the car. what a car!
thanks again.
