• the applicant’s country of nationality, or
  
• the applicant’s country of habitual residence, if the applicant is stateless and has legal status in that country.
  

The person you are sponsoring will have to provide evidence of his or her status in the country where he or she is living. Should that status change or expire before the visa office has completed the processing of the application, processing of the application will be completed in the office where it was submitted unless circumstances dictate otherwise. 你现在根本不用管你的收入是否能达到这个要求，先把申请交上去就是了，等2年半以后再考虑你的收入吧。

如果是刚开始申请，申请表（sponsership application, to CIC, Federal Government) 还没有交给政府，Receipt 上的ID可能要留给政府填写,因为ID号是政府给的。

想请教几个问题：
我的情况：
我单身，想申请父母2人移民，收入没达到标准线。
因为申请移民时间比较长，想先让父母来看看。

问题：
1. 我是不是应该先申请父母探亲，批下来了以后再递交担保人资格申请

2. 收入没达标，是不是一样先递交担保人资格申请？
什么时候要收入证明？收入是从递交担保人资格申请起的前一年年收入都要达标吗？万一没到标准线，是要重新递交申请还是等到收入达标后补交材料？

3. 上海的是在北京还是香港？
